Smoking in the Park, Ignoring City Ordinance

It's not clear whether people are forbidden to smoke within 20 feet of a public space such as the South Pasadena Public Library and Community Center park. What seems clear is that smoking is not allowed in the park—and certainly not within 20 feet of a sign that pointedly declares: "No Smoking By City Ordinance 2161."

The gentleman in the attached photos appeared to be well aware he was violating the law by lighting up in the park and chain-smoking three cigars in a span of half of hour at around 3:30 p.m. on Friday. After seeing himself being photographed, he did smoke the third cigar while seated at the edge of the park facing the Ecco hair salon across from Diamond Avenue.
